What must 2002 .net exe have to run

I can't get a vb .net 2002 appliation to run on computers
that don't have the .net framework installed on it. What
are the requirements that a computer must have on order
to be able to run an windows application created using
visual basic .net. Can .net exe's be run on other os
like 98 or 2000.
