I passed an edict just last month, but nobody paid attention. Next time it's
going to be a proclamation or maybe even a bull.
On a more serious note, a quick google search for "edict.exe" brings up a
load of hits about Microsoft Encarta.

edict.exe is a process which belongs to Microsoft Encarta and provides
dictionary functions.

Thanks all you knowledgeable medical practitioners. I suspected as much
since installing Encarta premium 2007, it points to clicking on the clock to
create a shortcut in the task bar allowing one to type a word for a
definition, it doesn't work, its just an annoying shortcut and it may be
causing an extra long shutdown process.Thanks again.
