What is the purpose of the Performance monitor?

Windows XP SP2

In the Administrative Services section, I found a "Performance" monitor. It
is an impressive looking graph, moving in real time. But, it seems not to
convey any useful information.

Am I supposed to add some other modules to the monitor to make it more
comprehensible?

Is it displaying any meaningful performance? What can I do to make it serve
a useful purpose?

Look through the menus - try adding a "counter". The thing can graph all
sorts of things e.g. unauthorized attempts at access - you really need to
read up on it. Read the Help and do a search engine search on it.
