What is the new public download hotfix KB884020 for? And do I need

I was wondering if someone could tell me what the hotfix is for, and how to
find out if I need it.. I have read what they say it is for....

Programs that connect to IP addresses in the loopback address range may not
work as expected and you may receive an error message indicating you cannot
establish a connection.

But can someone explain this for me? Does this have to do with the issue of
downloading from P2P and getting the Event ID 4226 too many connections??
I dont' understand what "Programs that connect to IP addresses in the
loopback address range may not work" Means?? What is the loopback address
range?? If someone can help me, I would really appreciate it.. I searched the
forums for it, but all I could really find on it, was the address to go to
microsoft and ask for it, when it wasn't a public download..

ONE MORE ? While I'm at it..
Ever since installing SP2, the windows security center Pops up EVERYTIME I
restart, or turn on my pc, saying that there is NO FIREWALL SELECTED. And I
have to choose to monitor my own. (Sygate personal firewall pro) But it
doesn't remeber that I choose that, cause it asks everytime the pc comes
on... it is getting on my nerves bad. How can I fix this? Can I just disable
the security center? IF SO... how? Will anything bad happen if I disable it??

Open your Control Panel, then double-click the Security Center icon.
In the left side, click on the link titled: "Change the way Security Center
alerts me". Next, uncheck the Firewall Alert Setting, then click OK.

Hey, thanx for the info.. It helped allot. I'm sure that will stop the
Security Center from poppin up again. About the ip loopback address's,
they are 127.0.0 or whatever up to 127.225.X.X or something like that. I
just now went to my firewall traffic logs, and looked for any of those in the
logs and there were (2) w/ 127.X.X and one was blocked, and one was allowed,
so do I not need the patch? Since one went through? Or is there another way
to check and see if I need the hotfix?
