What is the Microsoft GDI+ Detection Tool?

I just rebooted after a McAfee VirusScan Online and a dialog labeled
Microsoft GDI+ Detection Tool popped up claiming it had identified
software that had vulnerabilities. I used Task Manager to get rid of the
dialog of course but I'd like to know if others know anything about this
as Google did not turn up any hits on the search term:

Google: "Microsoft GDI+ Detection Tool"
 
Thanks. Google turned up nothing when I went looking and Windows
Update has no 'update' for this either but displayed the dialog 'after'
a recent update.

To make the matter more disturbing the document you referred to
says Windows 2000 with SP3 or SP4 are not affected but I have
only gotten the dialog on a Windows 2000 machine that in fact has
had all service packs and windows updates installed.

Hi

Even if Windows 2000 with SP3 or SP4 in itself is not vulnerable,
if you have installed any of the other programs listed in
http://www.microsoft.com/technet/security/bulletin/MS04-028.mspx
the computer could still be vulnerable.

Note that list and the GDI+ Detection Tool only covers Microsoft
products, who knows how many 3rd party products could be vulnerable.
