What is the maximum size of an Outlook 2003 pst.

According to MS there is not a limit. The new file format (Unicode) does not
have the same limitations that ANSI .PST's had
 
The theoretical limit with a unicode .pst file is 32 terrabytes but the
default limit for now is 20 gigs.
