what is the maximum number of addresses that can go in the TO or CC or BCC field?

Most fields in Outlook are limited to 32KB. However, your company/isp will
generally cap the recipients long before you hit this.
 
Then what is the best way to send NON-SPAM emails to 1000 people whose email
addresses are currently in MS Excel?

mail merge (use the excel spreadsheet as a data source from inside word).
