What is the best setup

We have four machines in our office that are networked together through a
router. All are using XP Home and basically work together very well.
Sometimes we do however get long delays when trying to see things on other
machines - I can't tell whether this is happening on one specific machine or
not, but it appears to happen to all at varying times.
Is there anything that (on the settings side) we should make sure is either
switched on or off to make the network more efficient.
Also, the machines have IP addresses 10.0.0.1 through 10.0.0.4 assigned - is
this correct?

Assuming you use the ISP DNS, make sure NetBIOS over TCP/IP are enabled on all computers.
