All I can give you is an opinion, but it would probably be one called the
GIMP (GNU Image Manipulation Program) which started out on Linux. There is a
Windows version of it available here: http://www.gimp.org/

Adobe Photo Shop CS is free, it's a trial version that comes packaged with a
lot of software.

What about The Gimp? I believe there is a Windows version. I haven't
tried it in Windows, so YMMV.

Aside from full editing, no-one should be without the free Irfanview -
www.irfanview.com - which apart from viewing provides for cropping,
resizing,rotation, printing and for general color balancing, including
the best gamma adjustment I know of. And several handy effects too
