What is the best Audio Recorder software on Earth?

Your question is equivalent to asking "What is the best car
on earth?" A Jag? A BMW? a Rolls? A Ford? Surely this
depends on your requirements and on your budget. If you
want a good answer then you need to take the time to
specify what you need and how much you're prepared to
pay.
 
There is no "best".

It depends on budget, what you want to do with it, learning curve and a
whole host of other variables.
 
I have downloaded it. but I do not know how to use it.
It can not be installed by wizard, can it? Nor can it show the icon on the
desktop....

Thanks. But after I clicked on the .EXE, a command line window flashed and
nothing happened again.
I could not install the software.
 
As to best, I use Adobe Audition ( formerly Cool Edit Pro ). Very
capable program. Equivalent to professional studio editing. However
it's not really a novice level audio tool. But Adobe does offer the new
version 2.0 "Try Out" version. Requires registration to download.
Don't have a link/URL but you'll find it somewhere buried on Adobe's
incredibly slow internet site.
