What is regsetting.exe

In most PCs I've worked on, I found an entry in registry - HKLM\..\Run:
[MessengerSettings] C:\WINNT\regsettings.exe

Do I really need this entry?

I can find any usefull info on this anywhere on the net, on what does
this file actually do.

TPS RegSettings is a simple program that changes the reg settings on the MS
Windows Servers NT4, 2000, 2003 (all versions) and workstations running MS
Windows 95,98,98se,ME,NT4,2000,XP so that your clarion application will run
with out any data corruption due to the incorrectly set Registry Settings.
Data corruption can still occurr after using this program but then its likely
to be a one or more network cards playing up or a dodgy network cable.

I have had TPS files running on an NT4 and W2k servers without any
corruption for months and years with all sorts of windows operating systems
and Peer to Peer setups. When corruption has occurred its always been
hardware at fault. However be aware that it could be your code causing
problems how ever much you would like to think its not.

If you are running a Peer to Peer network environment then always use a
Windows 2000 or Windows XP Professional machine as your "server" ie the one
holding the data as this will enforce the reg settings where 98 and ME dont
do such a good job. Ideally you would use W2k or XP Pro as workstation
operating systems as these are Business Operating Systems and give you the
stability you would expect. 10 is the maximum number of machines that can
connect to each other in a Peer to Peer setup as well after that you will
have to go to Server setup.

Thanks for the attempt.
however, I found the same artical as well, in a previous search, but this
still does not help.

When I look at the properties of "regsettings.exe", its says it's from
"Compaq".
Now I ask myself, where and how did this tile get into my computer and the
registry - I don't use clarion or any such product and have never installed
or used it.
