What is ntstpl1.sys? Trojan or normal?

Recently, I find firewall always report that ntstpl1.sys is trying connect
to internet when I start to connect to internet. If I don't let it connect
to internet, it won't let me connect to internet. Before I never encounter
such thing. What is ntstpl1.sys? Is it safe?
