What is "legacy usb"?

The reason for asking is thatI'm having trouble with my usb dsl modem getting a signal and was told I should go into bios setup and check to see if usb was enabled.The only thing I see is "legacy usb" and it is disabled.Is that the right usb I'm suppose to check?
 
Sounds like it. Try enabling it.

Legacy USB in your BIOS enables BIOS level drivers for such things an USB
keyboard or mouse. Enabling legacy USB allows you to used these devices
when Windows drivers are not loaded.

Have you checked Device Manager {Right click on My Computer and select
Properties. Select the Hardware tab and click on Device Manager}. Does
Device Manger show any problems with your USB?

No, nothing wrong in device mgr., but usb mass storage is no longer listed under usb, only usb hub.
