What is ipconfigs and ipconfigs.exe

I keep getting a popup window that asks if I want to add ipconfigs.exe
to my startup list. When I go to msconfig I find that it is already
checked to run when windows starts. Once the window pops up it
persistently repeats itself even thought I click no.

Even though I disable it in msconfig, it keeps coming back.

Can someone tell me just what this item is and what it does? And how
to best stop it from running when windows xp home starts?

I know about IPconfig that's in the link below. I don't know about some
IPconfigs or IPconfigs.exe

If IPCONFIG is in the start up, then it shouldn't be there (the real
one). It's only needed by you at the DOS Command Prompt based on
information you give it in the link above.

The IPconfigs thing seems highly questionable and suspicious and could be
some kind of malware of some sort.
