An offline cache are the Internet pages that you have set to make available
offline plus home page too. Leave the folder intact & just delete the
offline files. Here's how:
In Internet Explorer | TOOLS menu | Internet Options | (on default tab)
click the DELETE FILES button | check the DELETE ALL OFFLINE CONTENT & click
OK
If however you are talking about an Outlook OST file then yes, delete it if
you don't want your e-mails available offline
