What is a Runtime error

I recetly installed XP Home over Win 98 now I get:
Runtime error 203 at 00010DA1
What does this mean?

It comes about every 15 or 20 minutes?
When it pops up the active program terminates.
Any suggestions as to how I might stabilize my computer.?

Sounds liek you have an old program that does not work with XP.
A runtime error means that the program has crashed (while it was
running).
Check out background programs (see System tray).

These two are in Startup (msconfig)

hpztsb04 and CME11.
I do not recognize them can they create the problem?
