What can I use to monitor users internet activity?

Is are the logs from IIS enough, or is there a better option?

Will MS SMS help with this?

Any input what be helpful.

You need to monitor their activity through your gateway.
One way is to use Microsoft Internet Security and Acceleration Server 2000
as you proxy to the Internet for all clients . This will produce detailed
logs of all Internet activity by all client on the internal network trying
to access the Internet.
