Depends entirely on whatever unidentified anti-spam product you are
using that installed an add-on to Outlook. Not an Outlook issue. An
issue with whatever is the unidentified anti-spam product. Outlook
doesn't create an "anti-spam" folder.
We have no idea as you have provided no information.
What version of Outlook? Is this the Outlook Junk Mail folder? Is this a
third party Spam Folder? If third party, then you need to inquire of the
third party provider as to what consequences will arise from emptying their
folder.
