What does "When Outlook is Offline" mean?

In Outlook 2003, under "Tools/Options/Mail Setup/Send/Receive", I see these
two choices:

1. "Setting for group All Accounts"
I have checked all three boxes

2. "When Outlook is Offline"
I am offered check boxes there. What does checking or unchecking these boxes
mean? When I open Outlook, if I'm connected to the internet, am I "on-line"
as opposed to "Offline." How does Outlook function when it is "Offline"?
 
If you tell Outlook to work offline, it will function as if it were not
connected fulltime to the Internet. Normally that means that automatic
send/receive is disabled.
