What does the ^ symbol mean in an Excel cell?

I have a user who keeps seeing the ^ symbol in his Excel cells and he wants
to know what it means.

It indicates exponentiation, e.g., 2^3 = (2*2*2) = 8

I thought it was "to the power" for exponential functions.
