What does the "Send/Receive" button on my toolbar actually do?

There is a "Send/"Receive" button on my Outlook 2003 toolbar. When I point
at it with the mouse, a menu drops down with items including
Send/Receive All F9
This Folder (Microsoft Exchange Server) Shift + F9
Send All
1 "All Accounts" Group
2 "Microsoft Exchange Server" Only
and others . . .
In simple terms, please, what does all this mean? What does this
"Send/Receive" button actually do?

Send: Sends any outbound e-mails sitting in your Outbox.

Receive: Yanks a copy or notifies you of any new inbound e-mails sitting
in your mailbox on your mail server.
