What does "cannot initialize CLR" mean?

I updated from office 03 to office 07. When I open my outlook to check email
I get a dialog box with a title pane that says "MAPI service catastrophic
failure". Inside the dialog box the message reads..."Could not initialize
CLR. System cannot find file." My email is still being delivered, in and out
but this box comes up repeatedly. I have to close it about 10-12 times when I
first open my Outlook.
 
Excuse me for exposing my lack of computer knowledge; but, what is BCM and is
there a way to tackle a solution to my upgrade difficulties in very basic
language for an old student?

Business Contact Manager.

If you don't use it, I'd try a new profile - control panel, mail, new
profile.

BCM....I was using Business Contact Manager with my 2003 software. I thought
my upgrade to office 07 would upgrade everything. Do I just need to download
an update for BCM?

Did you get the version of office that includes it and did you install it?
