what do $ signs mean in explorer

I was looking through my wondows explorer and I was a bit confused by the
amount of files that had $ signs in front of them...what are they about...I
don't recognise the files and they do not seem to contain too much....can
they be deleted...there's loads...
an example

$MSI31Uninstall_KB893803v2$
 
They are windows updates uninstall folders. If your current windows
configuration is running fine then it is ok to delete these. But don't go
deleting anything else in the Windows Folder unless told to by someone with
proper knowledge. Good Luck,

The $ character doesn't mean anything in particular. It's just another
character that can be used in file names. Those particular folders, now,
are specific. Others have told you what they are for.
