The account allows only one concurrent connection to it at a time. You
cannot, for example, have the browser open and be logged in using the
webmail account and then try to login with your e-mail client. Some
ISPs will block multiple concurrent connections from the same IP
address. There is no point in connecting twice or more from the same
host (why do you need to login twice?). Some ISPs don't care about the
IP address for the connection and simply refuse any more connections
once there is a login (do you really need to monitor your account from
work when you are at home?). Someone or something else is already
logged into your account when you try to login. Could be another
process you have running on your computer, could be you left a login
open somewhere else, or could be someone else is using your account.

If the cause is that your mailbox is unavailable, well, did you ever
bother to call Comcast's tech support to check on the outage?
