What can this mean "error 4099 - setpreg.hiv could not be loaded"

I've been having this problem with my laptop. I opened up to repair the touch pad and now the laptop after giving me the sorry for the incovenience speech, tried the various modes and it keeps restarting. So, I tried to reinstall windows xp using the boot disk setup (SP1) and with I put in disk 3 I get the error message mentioned in the subject title. Can I get around this?
 
It sounds like you're using some "Restore CDs" that came with your computer
to restore things. Since these CDs are proprietary to your computer
manufacturer, you'll need to check with them for help.
