Welcome Screen only shows up to three usernames instead of 5?

In Windows XP Pro, one can set "Fast Switching" which means multiple people
can log into the PC. In that first "Welcome Screen", the one where the
usernames are presented in a graphical format with square buttons next to
their names, I heard you can have up to 5 usernames there. I can never get
it to show more than three. What's up with that?
