This means you're probably having difficulties with your video card or
your monitor (with the video card being the first choice of culprit).
Do this troubleshooting:
A. Check the monitor cable and make sure there are no bent pins and it
is connected to the computer snugly. If all looks well and you have
another monitor available, connect the computer to that monitor. If the
problem follows you, then you know it's your video card.
B. If the monitor is OK (and you can always connect another computer to
the first monitor to be sure), then try updating the video card
drivers. Never get drivers from Windows Update. Get them from:
1. The device mftr.'s website; OR
2. The motherboard mftr.'s website if hardware is onboard; OR
3. The OEM's website for your specific machine if you have an OEM
computer (HP, Dell, Sony, etc.).
Read the installation instructions on the website where you get the
drivers.
To find out what hardware is in your computer:
1. Read any documentation you got when you bought the computer.
2. If the computer is OEM, go to the OEM's website for your specific
model machine and look at the specs (you'll be there to get the drivers
anyway)
3. Download, install and run a free system inventory program like Belarc
Advisor. The older Aida32 is good for this, too.

C. If updating the video card drivers didn't help, swap out the video
card for a known working one. Uninstall the old one first. If
everything looks great, throw out your old video card.
If you can't do the testing yourself and/or are uncomfortable opening
your computer, take the machine to a professional computer repair shop
(not your local equivalent of BigStoreUSA). There is no shame in doing
this.
