Weird "Flickering Affect" in Access 2003

This is a really weird issue. I am running Access 2003 w/SP2 (the problem
was present with out SP2 as well). When the mouse cursor is moved over a
control on a form, the control "flickers" (for lack of a better word). If I
move the mouse over an option group, all of the controls in the group also
flicker. This does not happen in Access 2000-2002, any ideas on what could
be causing this? It doesn't cause the DB to not work, it's just very
annoying.
