Weird files and changed folders

Don't know HOW or why but I have searched all day for an
answer to this problem.
My computer locked up (windows obviously) when it
restarted it went through the scandisk screen. When I
logged in my outlook express folder was no longer a folder
but a 4kb file I cannot open. Not only outlook exp but
also two other programs one on the same partition as
outlook and the other on a different partition.
Not only that but I have 9 files that appeared under
c:\windows that make no sense will not open and I cannot
delete. I cannot open them with notepad nor a hex editor.
I get error when trying to delete or rename "cannot read
from source file or disk". I cannot use command prompt
because their names are WEIRD. They might have been files
that were there before but got renamed and messed up like
outlook folder I do not know. One of them is around 15M.
They have WEIRD NAMES no extensions

Also when I click on properties NOTHING shows up. No file
name no size NOTHING but the directory.
I tried norton on each file and it does not even scan them
just starts scanning the directory like thay were not
there. BUT THEY ARE THERE.
I cannot uninstall outlook because the install log is
missing and I cannot install it again because it comes
with IE and I have the latest version with latest updates
and the install will not let me do it because "you have a
newer version"
HELP ME PLEASE

Not a virus ran every virus adware spyware program.
I found this in my event viewer can anyone make anything
out of it other than the obvious, and how do I undo it
