Webresource css file issue

Hi All,
I have created a custom control with Webresources and everything
worked fine in localhost and development box.

When I migrate to production I am getting the following error

Error: The stylesheet ..../WebResource.axd was not loaded because its
MIME type, "text/html", is not "text/css".

Any Idea why this is not working? Thanks for your help.
