webpages not opening properly

when I go to some web pages they do not open(maximise)but
only the toolbar is shown and I have to click max/min icon
to open the page porperly-how do i find the settings to
chande this
 
Set a page so that the 3 boxes are in single mode,then move mous
to the edge of web page,when it double arrows,drag the page to Max.
do this at all 4 sides.
