webcan - kstvtune.ax problem

i have a logitech webcan i am trying to install, but keep getting unable to
locate kstvtune.ax. I have windows xp home edition and it is fully updated
with sp2 etc, but windows find new hardware cannot locate kstvtune.ax

kstvtune.ax is a Microsoft file. You system has become damaged in that the
file, and likely others, is missing. I would suggest that you perform a
repair install of the operating system as per
