Web Serivice devlopment without VisualStudio2005

I would like to create a Web Service using C#. I bought "Programming
C#" from O'Reilly and they explain how to do this using
VisualStudio2005. As I do not have this tool, I would like to know how
to do it with the "base" C# tools and library.
Any help is appreciated !
