Web Resolution problem

I have a strange issue... My DNS 2003 server can resolve the following
address... www.ftc.gov however I can not resolve it from my workstations.
I've checked the DNS settings on the desktops and they are pointed to the
correct dns servers. I can use IE on the DNS server and it resolve the site
www.ftc.gov. I've tried clearing the cache on both DNS servers and the
workstations. Still I can not resolve www.ftc.gov from the workstation.
Anyone????
 
Need more information. Is the Win 2003 server multihomed? Are you using
forwarders?

Does this mean that clients are not pointing to the Win 2003 DNS server:

YEs we are using forwarders we have split DNS (DMZ). The desktops are
pointed to the internal DNS servers. The internal DNS server is pointed to
the DMZ, I can hit the site on the internal DNS server
