I am interested in changing web colors...Could I run into a glitch doing

What does "changing web colors" mean?

In Tools|Internet Options, "General" tab, click the "Colors..." button
at the bottom, that will get you some options. You can write your own
style sheet, then point IE at it using Tools|Internet Options,
"General" tab, click the "Accessibility..." button at the bottom. Use
the "user style sheet" group in the lower half of the box that
appears.
