Web component/Include Content/Page

I am new to Frontpage (2003) and suspect that I have missed something basic
along the way. I understand that including page content involves placing a
previously created web page into the page under construction. The examples
of included pages in Jim Buyens' 2003 book on page 750 appear to be fragments
of web pages. I cannot figure out how to generate these small pages. If I
create a page with text only on the side of the page, when this page is
"included" into the page under construction, the entire width of the screen
is brought in, not just the text on the side. Help is greatly appreciated!
 
Create a table with cells on the new page.
Place the "include" in one of the cells.

Allow the text on the page to be included to cover the entire width of the
page - do not restrict it to one side. If the included page contains a
table, do not add dimensions to the table, or set the width to 100% and give
the cells %ge widths also.

When the page is included, the container (table cell, <div>, whatever) will
re-flow the text and restrict it.
If the included page is to be on the left, place it in the left column of a
table.
