Web based password change?

Is there an easy way, preferrably web based, to let users change their login passwords? I ask because I have a few users that use exchange server but do not connect to the network at all, ever so I wanted to find a way to allow them to have passwords that I do not know.

You can also enable users to change their passwords via Outlook Web
Access though it's not a security best practice. If you decide to go for
it definitely use SSL and take a look at:
