Web Background on XPe

I am trying to run a web page background on a Wyse XPe based thin client. This unit will be used as a kiosk but I cannot get the web page to display unless there is an icon of some sort on the desktop. I don't want anything on the desktop other than the web page. I have tried hiding icons different ways but as long as thee is no icon on the desktop, I get no web page background

Has anyone run across this before and is there a fix for it

Can you not run IE in Kiosk mode (there is a commandline switch I seem
to recal...)
