What's the question? If you'd like to know what language to use I would
strongly recommend ASP, or PHP. If you search either of these languages
on google you will get all the information you need to do what you need
to do.

If you search some of the samples in the user samples area at gotdotnet.com
I am sure you will find at least one project like this.

One as I recall was a web - based "FTP" project in C#.
