Way to deny internet access to a program?

In Windows 2000 is there a way to deny or block internet access to a
local computer program, short of disconnecting the ethernet wire?

you could get a firewall such as zone alarm

I have a firewall. This does not block outgoing traffic, and certainly
not at the application level.

ZoneAlarm certainly does, if you want it to.

No, you need a software firewall. From your earlier post I think maybe
you have a hardware firewall? They're good at blocking incoming but
will not block any outgoing, you NEED a software firewall such as
Sygate, Kerio, Zone Alarm. The hardware firewall is a GOOD thing but
only does 1/2 the job as you're finding out.
