want to GET RID of firewall

Hey guys, my problem is that I want to get rid of whatever is causing my
computer to act like it's firewalled.

I'm currently studying in Japan and have ADSL in the dorms. It seemed to be
firewalled, but no one else I asked really knew much about it, so I just kind
of accepted it and moved on. But recently one of my friends in Tokyo has
gotten a new internet connection, which her computer works perfectly on and
gets amazing speed. But when I connect, it still seems I am firewalled. Using
PC Flank's scanner (pcflank.com) all my ports are stealthed while hers are
closed.

I am not concerned with security, and just want to get rid of whatever is
causing this. I am using XP Professional and do not have SP2. I have XP's
built in firewall turned off on all my network connections. I have had Norton
Systemworks 2005 installed, but have uninstalled it.. not sure if there could
be lingering settings from that. I have gone into the registry but don't know
what to look for...

Anyways I have done all I can think of. Even gone through and checked every
setting I can find and matched it with the working computer. It's very
frustrating... PLEASE help!

The presence of a software firewall on your computer has very little to do with
network performance. On a properly configured and operating computer, a
personal firewall will contribute very little to CPU, or network, load. With
one exception - the performance hit that you get, when your computer becomes
infected by the current worm circulating on the net, will FAR exceed any
possible performance degradation caused by having a firewall.

Please do not connect to the internet without a firewall, even for a few
minutes. Current estimates are that 30 seconds to 2 minutes connection, to an
average internet address space, is enough time for an unprotected computer to
become infected.

Try and find out what type of hardware your friend is using, what service she's
connecting to. Those factors have far more to do with network performance than
presence (or absence) of a firewall.
