I would like to use pictures of forms and use this application to fill
them in. Any common format should do fine.

To add text to a .jpg (or any pic format) -

Image Analyzer has a pen tool that allows you to add freehand text
www.meesoft.logicnet.dk

IrfanView allows you to type text in a box.

JPEG Comment Editor v1.1 - 323 KB
This is a utility to add comment text to the JPG file comment header.
This information will be contained within the file and can be read by
any program that supports this field. You must save the file after you
add your comment in order for it to be retained.
Features:
- Adds a JPG extension if one is not provided in the Save dialog.
- Prompts for a save if the comment was changed and the file had not
been saved yet.
- Added the capability to place the comment text directly into the
graphic portion of the image. To do this, add some text to the text
area and then right-click on the image in the position that you want
the text to be displayed. There is no undo, but changes will not be
retained until you save the image. You can adjust the font and colors,
and you can specify whether the text is pasted to the image using
transparency or a solid background. Note that this process is disabled
if you have stretched the image for display.
- Added an adjustment for compression.

And so does Gimp. You can cut out a section with Gimp and
add whatever text you choose (and whatever font & size).

For fancy lettering have a look at TextEffects http://www.blaiz.net

erm. . . Blaiz Enterprises apps are labeled "NR" (not recommended) on
the ACF pages. Google the ACF archives for more information - the
problem was discussed at some length last month.
