wacky ip address

I have had over a year 2000...after updates..at start up my computer tries a strange ip address and unable to get on internet....it is corrected by unplugging modem on restart and plugging it in while booting ....is there a way to correct this problem???
 
What is the wacky IP address?
169.254.<x>.<x>.

where <x> is any number between 0 and 255.

310524 Error Message: Invalid DHCP Lease

This is probably a problem with your broadband modem--it's not acknowledging
your DHCP request. Since the computer isn't given a valid IP, it
automatically assigns one.

169.254.125.69 is the address....the ip provider says modems works...after uninstalling sis ethernet and reloading drivers it works for now if I shut down probably not. Other ideas?? Thanks Kent
