W2K missing ping

We have a workstation that is a Windows 2000 workstation but it has no ping
or ipconfig programs on it.

Why would that be?

Probably because someone deleted it. You can get it
back from the Win2000 CD.
 
Or possibly the %path% variable is in error. Try searching the drive for
them and executing from there.
