W2K ADV - Windows Update Security Hotfix Issue

I recently rebuilt 2 W2K Advanced servers with SP2 only.
One server picked up 30+ security updates in Windows
Update. The other server only picks up 6 security updates.
Need to find out why. Thanks for any help.
 
You shouldn't connect a freshly installed computer to the internet before
having SP4 and ms03-039 installed.
