VS and Framework

..NET Framework 1.0.3705 (included with my VS 2002) has a (not the one,
I think) bug: OnMouseUp event generates 1 mouseMove.
I have uninstalled that version and installed v1.1.
In this version Mouse Events are OK but my VS failes to open or create
projects (it cannot to find compiler or similar).

Does somebody know what's problem?
