VPN and Active Directory

We have a couple of remote offices that have there own internal network.
Would creating a VPN conection between the 2 servers be adacquite for
Active Directory and remote administration. These remote sites are
running at 256k ISDN.

Any info you could supply on how to create a win2k server to win2k
server VPN connection would be great.
