if my boss is out of the office and he wants me to be able to vote on items
coming in how can I set that up?

He will not have access to his computer but also does not want to grant me
full access (permissions or delegates) to his inbox.

Ask him for special ESP powers then. The answer is in the question -
without permissions how on Earth could it be done? You wouldn't even know
the email with voting had arrived!

You could try making a rule that forwards the email to you - you would need
to know what the email says in it.
