Volume Control Doesn't Show

When I right-click the volume control icon in the taskbar and select "Open
volume control" the volume control never shows itself. The usual bar appears
in the taskbar at the bottem, as with any program, but the actual control
panel does not show. Does anyone have any ideas?
 
Then try two left clicks and see if that brings up the Master Vol.
OR
Start/Progs/Accessories/Entertainment/click on Vol Control.
That's as far as I can go for the moment.
