Visual themes in CMD.EXE, NTVDM.EXE and 16-bit apps

Why is it that CMD.EXE, NTVDM.EXE and 16-bit applications
do not use visual themes like other 32-bit applications?
(I thought CMD.EXE WAS 32-bit)
 
CMD.EXE is 32-bit, but because of the way that it draws to the screen, it
cannot be themed.
